Russia mengatakan bahwa penjualan dan pengiriman rudal darat ke udara S-300 ke Iran akan di pending untuk waktu yang tidak terbatas. Amerika dan Israel melarang pengiriman senjata ini karena di takutkan untuk melindungi fasilitas nuklir yang belakangan ini mencuat akan kearah pengembangan senjata nuklir oleh Iran. Walaupun begitu Russia mengatakan bahwa mereka tetap akan menjalin kerjasama dengan pihak militer Iran untuk pengeksporan peralatan militer lainnya. Baik Russia maupun Iran sendiri tidak mempermasalahkan jikalau pembelian system pertahanan udara S-300/SA-20 di batalkan karena masih belum masuk tahap pembayaran.

Israel menghawatirkan sistem pertahanan rudal ini akan di gunakan untuk melindungi situs fasilitas nuklir Iran. Hal ini akan mempersulit Israel untuk melumpuhkan fasilitas nuklir Iran di masa depan jika di anggap mengancam.
Mossad dan GRU di duga memanipulasi pengiriman ini secara rahasia walaupun tidak ada bukti untuk itu.
Beberapa waktu lalu, sebuah kapal berbendera Australia di tahan di pelabuhan Uni Emirat Arab karena di duga memuat komponen rudal balistik dari Korea Utara dengan tujuan Iran. Sanksi internasional atas rencana Iran dalam membangun fasilitas pengayaan uranium yang di khawatirkan komunitas internasional sebagai bagian dari rencana pengembangan senjata nuklir adalah alasannya. Iran sendiri mengatakan bahwa tujuan pengembangan nuklir ini sepenuhnya untuk tujuan damai antara lain untuk pembangkit tenaga listrik. Sementara Korea Utara di larang untuk mengekspor rudal maupun komponennya akibat dari sanksi internasional.

Russian Missile Plan Chills Chances for Syrian No-Fly Zone
Analysts say it will be more difficult for the United States or other Western powers to enforce a no-fly zone over Syria if Russia goes ahead with the sale of anti-aircraft missiles to its ally Damascus.
Moscow said this week it plans to deliver the advanced S-300 air defense system to the embattled government of Syrian President Bashar al-Assad, despite objections by the U.S., France and Israel.
Russian Deputy Foreign Minister Sergei Ryabkov said Tuesday the transfer will be a “stabilizing factor” and will deter what he called “some hotheads” from considering sending foreign forces to intervene in the Syrian conflict.
The surface-to-air missiles would represent a major upgrade over Syria’s current air defenses and could challenge Western aircraft, said Ben MacQueen, a Middle East analyst at Australia’s Monash University.
“The S-300 has the capacity to knock down cruise missiles as well as high-altitude planes,” he said. “So the possession of the S-300 certainly does pose greater difficulties to a no-fly zone.”
“It’s not something that’s likely to be a game changer in technical terms. If there were still a decision made to go ahead with a full-scale intervention, it’s nothing that would repel those forces, but it changes the cost-benefit analysis for any sort of international coalition,” said MacQueen.
The Obama administration has been reluctant to directly intervene in Syria. But some top U.S. lawmakers have been urging the White House to consider a no-fly zone to stop Syrian armed forces from carrying out air attacks that have killed a large number of both rebels and civilians during the over two-year-old conflict.
Russian officials are worried that a Western-imposed no-fly zone would end up like the one put in place by NATO over Libya in 2011, when longtime leader Moammar Gadhafi was overthrown with the support of foreign air power.
“NATO went well beyond that mandate, essentially becoming the air force for the rebel army,” said University of San Francisco Middle East Studies professor Stephen Zunes. “And [the Russians] don’t want to see a repeat of that. They don’t want to see Western powers trying to impose their will on what has historically been allied with the Russians.”
But some say the S-300 itself would not necessarily make the U.S. more reluctant to intervene. Even if Moscow goes ahead with the long-delayed sale, it could take up to two years before Syrian forces are able to effectively use the advanced Russian missile system, according to Middle East analyst Jonathan Adelman of the University of Denver.
“The Syrians don’t know how to operate the S-300, and there’s no way they’re going to learn how to do it in an area as chaotic as Syria. So they’re going to have to go to Moscow,” he said. “Then they’ve got to bring it back and try and secure a place, because it’s going to be immediately a tremendous focus of attention for the rebels and for the jihadists.”
Another issue to consider, said Adelman, is whether Israel would intervene to stop the transfer of the S-300, which could challenge the dominance of Israeli air power in the region. It could also provide cover for the Syrian government to transfer weapons to the pro-Assad Lebanese militant group Hezbollah.
Israel’s defense minister on Tuesday hinted at military action if the missiles are delivered.
“I hope they will not leave. And if, God forbid, they reach Syria, we will know what to do,” said Moshe Yaalon.
Adelman said he has little doubt that Israel would take out the Russian missile system if it felt threatened.
“It’s way up in the air whether this [system] is every going get there. If it gets there, is it ever going to get functional or is it going to get taken out by the Israelis or by forces on the ground? So I would argue that it’s quite a destabilizing thing,” he said.

Qatar, UAE request $7.6 bn in missile defense: US

Qatar and the United Arab Emirates have asked to buy more than $7.6 billion in US missile defense technology, the Pentagon said Tuesday.
The orders for the Lockheed Martin-made equipment were detailed in documents posted online late Monday by the Defense Security Cooperation Agency, which said it had notified Congress of the request.
Qatar has requested two Terminal High Altitude Area Defense (THAAD) fire units, 12 launchers and 150 interceptors, as well as radar units, other equipment, spare parts and training, all worth an estimated $6.5 billion.
The UAE has asked for 48 THAAD missiles and nine launchers, as well as spare parts and training, for a total of $1.135 billion, according to a second filing.
The THAAD system is designed to intercept and destroy ballistic missiles, including those carrying weapons of mass destruction.
The Pentagon recommended both proposed sales, saying the technology would strengthen regional security and reduce both states’ dependence on US forces.
Qatar, the UAE and other petroleum-rich Gulf states have eyed nearby Iran with increasing concern in recent years amid mounting tensions over Tehran’s controversial nuclear program.
The United States maintains a large military presence in the Gulf and has sold billions of dollars worth of arms in recent years to Saudi Arabia and allied Gulf states.
In December 2011 the United States signed a nearly $30 billion deal to sell F-15 fighter jets to Saudi Arabia in a move likely aimed at countering Iran.
India, Russia Sign Tank Missile Contracts

India and Russia have signed two contracts for the delivery of Russian antitank missiles, a source close to the Indian Defense Ministry told RIA Novosti on Tuesday.
The source confirmed that these contracts had been signed, but declined to give any details.
Local media reports have suggested that Russia will deliver 25,000 Invar missiles for India’s T-90 tanks and 10,000 Konkurs antitank missiles, worth an estimated $240 million.
Citing sources in the Indian government, local media earlier reported that India would buy 10,000 Invar missiles from Russian manufacturers and that a further 15,000 missiles will be manufactured under license in India.

Taiwan Built New Stealth Ship
Navy Captain Chu Hsu-ming told reporters Lung Teh Shipbuilding Co, a private firm, has been awarded a Tw$890 million ($30.1 million) contract for the construction of the first 500-tonne corvette, with delivery slated for 2014.
The prototype will be the first of 12 such twin-hulled boats, which the designer said are hard to detect on radar.
“After the prototype is completed and tested, its specifications may be fine-tuned for the mass production of the (remaining) ships,” said Chu.
Each of the vessels will be armed with up to eight Hsiung Feng (Brave Wind) III anti-ship supersonic missiles as well as eight Hsiung Feng IIs.
Ties between Taiwan and China have eased markedly since Ma Ying-jeou of the China-friendly Kuomintang party came to power in 2008, ramping up trade and allowing in more Chinese tourists.
But Beijing still refuses to renounce the use of force, even though Taiwan has been self-governing since the end of a civil war in 1949, prompting the island to continually modernize its armed forces.

Russia Delivered SA-15 To Belarus
Russia will continue deliveries of Tor-M2 air defense systems to Belarus in 2012, Defense Minister Anatoly Serdyukov said on Wednesday.
The Tor-M2 (SA-15 Gauntlet) is a low- to medium-altitude, short-range surface-to-air missile system designed for intercepting aircraft, cruise missiles, precision guided munitions, unmanned aerial vehicles and ballistic targets.
“We will continue the deliveries of Tor-M2 air defense systems to Belarus on preferential terms,” Serdyukov said at a meeting of the Russian and Belarusian senior military officials in Minsk.
The Russian-made systems are being deployed in the 120th Missile Brigade in western Belarus.
Minsk is planning to have a full-size air defense battalion equipped with Tor-M2 systems by late 2013.
The first Tor-M2 battery was delivered at the end of 2011.
Russia is looking for ways to counter the potential threat to its national security from th
e European missile defense system whose elements are being placed close to the Russian borders.
Moscow and Minsk signed an agreement on the joint protection of the Russia-Belarus Union State's airspace and the creation of an integrated regional air defense network in February 2009.
The network is expected to comprise five Air Force units, 10 air defense units, five technical service and support units and one electronic warfare unit.

The advanced air defense weapons Russia has provided to Syria's regime would make it difficult to establish a no-fly zone there as part of an effort to help the rebellion, the top U.S. commander in the Middle East told senators Tuesday.
Marine Gen. James Mattis, head of U.S. Central Command, declined to detail any military options the Pentagon has developed for action against the regime. But he told the Senate Armed Services Committee that it would take a significant military commitment to create even safe havens in Syria where aid could be delivered, as Sen. John McCain suggested Monday.
Mattis said he has not been directed to do detailed planning on how to
establish safe havens in Syria where opposition forces could be trained. But he said that since there is no protective terrain, a large number of international military troops would have to be used to create a security barrier.
President Barack Obama said Tuesday that unilateral military action by the United States against the Syrian regime would be a mistake, and that the situation in Syria is more complicated than it was in Libya.
Swedish Government Hides Plan for Saudi Weapons Plant
Confidential documents show Sweden is in the advanced planning stages of helping totalitarian state Saudi Arabia build an advanced weapons factory, Swedish Radio News has revealed.
The project, nicknamed Simoom (the word for a high-temperature desert wind, derived from the Arabic "smm", which means "to poison"), began in 2007 and is being led by the Swedish Defence Research Agency (FOI), an administration subordinate to the Swedish government.
The documents, many classified as secret or top secret, show that a Swedish company created for the project has obtained the required licenses for missiles and torpedoes, among other military components.
Pressed on the issue this morning, Swedish Prime Minister Fredrik Reinfeldt told assembled media, "There is, as you know, no demand for democracy when we sign bilateral agreements."
"We presuppose that Swedish authorities follow the rules," he also said at the press conference which had originally been called for a different topic.
That has not stopped Green Party leader Gustaf Fridolin from announcing this morning, as the story broke, that he intends to report Defence Minister Sten Tolgfors to the Parliamentary Committee on Constitutional Affairs.
The roots of the project are found in 2005, when Social Democrat Defence Minister Leni Björling signed a Memorandum of Understanding (MOU) with her Saudi counterpart, Sultan Bin Abdulaziz.
In the intervening years, a series of meetings between government officials and Swedish companies took place with visiting Saudi delegations.
Swedes also visited the proposed location of the factory to assess whether it would be adequately protected topographically or need to be dug into the ground.
In 2008, Saudi Prince Khalid, deputy defence minister, wrote a letter to the Swedish government stating that developments were too slow.
In the notes of a Swedish Defence Department meeting dated March 17th, 2008, a point on the agenda read, "How can we repair the situation in Saudi Arabia, our entire operation in the region is at stake."
By January 2009, a private company, Swedish Security Technology and Innovation (SSTI), was founded to distance FOI, which was deemed as "legally hindered" from pursuing the project according to Swedish Radio News sources, from Simoom although employees there became high level consultants to the new enterprise.
Later that year, SSTI was granted permission to buy ammunition and components for missiles, bombs, torpedoes and other equipment used in the production of arms. The permit came from the Swedish Non-Proliferation and Export Controls Agency (ISP), a government body which makes sure military sales follow national law.
According to Swedish Radio News sources, negotiations are still underway and a Swedish visit to Riyadh is planned for the near future.

Russia to Sell 60 Armored Vehicles to Indonesia
Russia is set to sell up to 60 infantry fighting vehicles to Indonesia in a deal worth more than $100 million, the Izvestia newspaper cited an unnamed military source as saying on Tuesday.The deal will be finalized on February 10, the source said, adding that 20 BMP-3 vehicles will be delivered before the end of the year.The Russian army stopped purchasing the vehicles in 2010.The state-run weapons exporter Rosoboronexport declined to comment.The Kurganmashzavod arms plant said it would produce modified vehicles for Indonesia.
